It is no secret that foreign governments intervene in democratic elections. Propaganda is an old tool of statecraft, but what’s new is the advent of social media as a forum for democratic deliberation and the ability of foreign governments to sow division using low-cost techniques of manipulation, disinformation, and misinformation. The advent of generative artificial intelligence will only amplify the risks. Cornell Law School Dean Jens David Ohlin will explain what international law has to say about this new – and old – form of election interference. Is it illegal under international law? If yes, why? And what tools do law enforcement and other government agencies have to prevent and punish this interference?
