{"id":5208,"date":"2022-01-11T11:53:27","date_gmt":"2022-01-11T16:53:27","guid":{"rendered":"https:\/\/alumni.cornell.edu\/cornellians\/?p=5208"},"modified":"2022-06-10T14:08:59","modified_gmt":"2022-06-10T18:08:59","slug":"institute-of-politics-and-global-affairs-wrestles-issues","status":"publish","type":"post","link":"https:\/\/alumni.cornell.edu\/cornellians\/institute-of-politics-and-global-affairs-wrestles-issues\/","title":{"rendered":"Institute of Politics and Global Affairs Wrestles with Today\u2019s Thorniest Issues"},"content":{"rendered":"\n<p class=\"has-text-align-left has-large-font-size\">A commitment to bipartisanship runs through a bevy of programming<\/p>\n\n\n\n<p>By <strong>Joe Wilensky<\/strong><\/p>\n\n\n\n<p class=\"has-drop-cap\">As part of a Cornell Institute of Politics and Global Affairs webinar in March 2021, former President Bill Clinton spoke about the state of democracy, noting that the U.S. was at a \u201cfairly perilous point in our democratic journey\u2014we\u2019re in a dogfight.\u201d<\/p>\n\n\n\n<p>\u201cWe\u2019ve always been divided, and we\u2019ll always have differences of opinion,\u201d Clinton said. \u201cBut we need to find a way to get enough of each other together to work together.\u201d<\/p>\n\n\n\n<p>The event\u2014at which Clinton took questions submitted by an online audience and stayed on to hear a panel of Cornell faculty experts discuss the challenges of inclusive politics\u2014was part of the institute\u2019s ambitious first two years of programming.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image alignwide size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/alumni.cornell.edu\/cornellians\/wp-content\/uploads\/sites\/2\/2022\/01\/2019_1326_002-1024x576.jpg\" alt=\"Former Rep. Steve Israel (left) introduces former national security adviser Stephen Hadley \u201969 at the 2019 Olin Lecture in Bailey Hall. <em>(Photo by Lindsay France\/Cornell University)<\/em> <\/figcaption><\/figure>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Launched in 2019 before the COVID-19 pandemic began, <a href=\"https:\/\/iopga.cornell.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\">the institute<\/a> (known as IOPGA for short) aims to help develop and nurture the next generation of public servants. It offers programs\u2014which are free and open to all\u2014that delve deeply into complex issues and events, stress bipartisanship, and raise understanding of domestic and international affairs. <\/p>\n\n\n\n<p>In addition to supporting an undergraduate scholars program, it has hosted dozens of discussions with current and former politicians and policymakers and brought Congresspeople from both sides of the aisle together to work on crisis simulations and cybersecurity. <\/p>\n\n\n\n<p>\u201cOur sweet spot is giving members of Congress, policymakers, and the Cornell community an opportunity to deepen discourse, raise understanding, and find common ground in an exceedingly polarized and tribalized environment,\u201d says IOPGA\u2019s director, <a href=\"https:\/\/government.cornell.edu\/steve-israel\" target=\"_blank\" rel=\"noopener noreferrer\">Steve Israel<\/a>, who served as a Democratic U.S. Representative from New York from 2001\u201317 and calls the institute \u201can oasis of bipartisanship and common ground.\u201d<\/p>\n\n\n\n<p>While IOPGA is based in New York City, it maintains deep connections to both Washington, DC, and the Ithaca campus. Events typically draw an average of 700\u20131,200 participants, and <a href=\"https:\/\/iopga.cornell.edu\/events\/\" target=\"_blank\" rel=\"noopener noreferrer\">more than 60 programs<\/a>\u2014virtual, in-person, and hybrid\u2014have been held so far. IOPGA has also formally joined <a href=\"https:\/\/publicpolicy.cornell.edu\" target=\"_blank\" rel=\"noopener noreferrer\">Cornell\u2019s Brooks School of Public Policy<\/a>, which opened last fall; Israel calls it a \u201cnatural home for us.\u201d<\/p>\n<\/div><\/div>\n\n\n\n<p>In 2021 alone, IOPGA held its bipartisan Congressional Peace Games in Washington, D.C., bringing together members of Congress to work on crisis simulations; launched the <a href=\"https:\/\/cornell.us20.list-manage.com\/track\/click?u=de8727af11e792da19f12449f&amp;id=3052eb0d7c&amp;e=1d15eb2964\" target=\"_blank\" rel=\"noopener noreferrer\">Campaign for the Future of Democracy<\/a>, dedicated to strengthening democratic norms and resilience through counter-messaging against malevolent partisan actors, social media algorithms, and disinformation campaigns; released the second edition of its <a href=\"https:\/\/cornell.us20.list-manage.com\/track\/click?u=de8727af11e792da19f12449f&amp;id=9dede84cff&amp;e=1d15eb2964\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Bipartisan Policy Review<\/em><\/a>, published biannually, which features pieces co-authored by Republicans and Democrats; and continued its <a href=\"https:\/\/cornell.us20.list-manage.com\/track\/click?u=de8727af11e792da19f12449f&amp;id=db63075fc5&amp;e=1d15eb2964\" target=\"_blank\" rel=\"noopener noreferrer\">undergraduate scholars program<\/a>, which comprises students from diverse majors who are interested in public policy and service.<\/p>\n\n\n\n<p>The institute is also continuing to reach out to Big Red alumni\u2014a robust and diverse and global population, Israel notes\u2014to boost awareness of its programming.<\/p>\n\n\n\n<p>Upcoming events include a discussion of global challenges with Georgette Bennett, founder of the Tanenbaum Center for Interreligious Understanding (January 26); a talk about the state of American politics with journalist Bret Stephens (February 2); and a discussion with Farid Ferdows \u201921, a former Afghan interpreter for the U.S. Army (March 9).<\/p>\n\n\n\n<h2 class=\"rkv-gutter-bottom-quarter wp-block-heading\"><strong>Voices from across the political spectrum<\/strong><\/h2>\n\n\n\n<p>Speaking to today\u2019s challenges, IOPGA panel discussions and webinars have gone far beyond soundbites, grappling frankly with critical and current issues.<\/p>\n\n\n\n<p>During the institute\u2019s \u201cInside Congress\u201d series in October 2019, U.S. Representative Adam Schiff described the challenges of what he called the ongoing struggle \u201cbetween democracy and representative government, and dictatorship and autocracy,\u201d calling it \u201cthe seminal ideological challenge of our time.\u201d <\/p>\n\n\n\n<p>In February 2021, former Ohio Governor John Kasich discussed bipartisanship and the need for local solutions to societal challenges. \u201cWhen we work to attack a common problem, we get together and meld our differences,\u201d he said. \u201cWe need to reflect on things that historically have brought our country together.\u201d<\/p>\n\n\n\n<p>Other guests have included former Speaker of the House Newt Gingrich, former U.S. Representative Peter King, and the co-chairs of the House Problem Solvers Caucus. She became the institute\u2019s first intern in March 2020 and also got an internship at the D.C.-based publication <em>The Hill<\/em> that summer.<\/p>\n<\/div><\/div>\n\n\n\n<p>She mostly works on IOPGA\u2019s weekly newsletter, but has also immersed herself in the issues. \u201cIn college, sometimes I\u2019m in a bit of a liberal echo chamber,\u201d she says. \u201cThe institute encourages me to branch out and have some of those further conversations with others from different political backgrounds, which has been really positive for me.\u201d<\/p>\n\n\n\n<p>Government professor Doug Kriner, IOPGA\u2019s faculty director, maintains related programming on the Ithaca campus, where faculty use their research and expertise to speak to some of the same questions the institute tackles, thereby strengthening the institute\u2019s connections to policy development work happening on the Hill.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>We have been intensely polarized, but in multiple periods throughout American history, polarization has ebbed and flowed.<\/p><cite>Government professor <strong>Doug Kriner<\/strong><\/cite><\/blockquote>\n\n\n\n<p>Above all, keeping a broader historical perspective in mind is key to long-term progress, Kriner says. \u201cWe have been intensely polarized, but in multiple periods throughout American history, polarization has ebbed and flowed,\u201d he says. \u201cTo think that we are on a linear irrevocable path that will never ever change is wrong.\u201d<\/p>\n\n\n\n<p>IOPGA events, he notes, have brought together students from across the political divide\u2014promoting discussions that are civil, engaged, and fact-based. Says Kriner: \u201cThat\u2019s so critical in a university where free speech, freedom of expression, an exchange of ideas, and questioning our own prior assumptions is such an important part of our
