ILR Dean Weighs In"},"content":{"rendered":"\n<p class=\"has-large-font-size\">Alexander Colvin, PhD \u201999, on unions, remote jobs, the minimum wage hike, the \u201clongshoremen future,\u201d and more<\/p>\n\n\n\n<p>By <strong>Beth Saulnier<\/strong><\/p>\n\n\n\n<p class=\"has-drop-cap\"><em>Alexander Colvin, PhD \u201999, is in his second term as <\/em><a href=\"https:\/\/www.ilr.cornell.edu\/people\/alexander-colvin\" target=\"_blank\" rel=\"noopener noreferrer\"><em>dean of the ILR School<\/em><\/a><em>. <\/em>Cornellians<em> tapped him to help us make sense of the current upheaval in the workplace\u2014from remote jobs to the rise of AI.<\/em><\/p>\n\n\n\n<div class=\"wp-block-media-text alignwide has-media-on-the-right is-stacked-on-mobile\"><div class=\"wp-block-media-text__content\">\n<p class=\"has-drop-cap\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1) Are we really in a watershed moment for work?<\/h2>\n\n\n\n<p>I think we are. Part of it is due to technology, but an accumulation of factors is putting pressure on our existing system.<\/p>\n\n\n\n<p>We sometimes talk about \u201cpunctuated equilibrium,\u201d where things move along and then you get a period of sudden, big change\u2014like the New Deal or the civil rights revolution of the 1960s. <\/p>\n\n\n\n<p>There have been indicators that we\u2019re in one of those moments for work.<\/p>\n<\/div><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:&#x2f;\/&#97;&#x6c;&#x75;&#109;&#x6e;&#x69;&#x2e;&#99;&#x6f;rn&#101;&#x6c;&#108;&#46;&#101;&#x64;u&#47;&#x63;&#111;&#114;&#110;&#x65;&#108;&#x6c;&#x69;&#x61;&#110;&#x73;&#x2f;wp&#x2d;&#99;&#x6f;&#x6e;&#x74;&#x65;&#110;&#116;\/u&#112;&#x6c;o&#x61;&#x64;&#115;&#47;&#x73;&#x69;&#x74;&#x65;&#x73;&#47;&#50;&#x2f;&#50;&#48;2&#52;&#47;0&#x34;&#x2f;&#x43;&#79;&#x4c;&#86;I&#x4e;&#x2d;R&#x45;&#73;&#x53;_&#x44;&#50;&#x30;&#50;1&#x31;2&#48;&#x32;&#x4a;&#x52;&#x31;_1&#x35;0_&#72;e&#x61;d&#115;&#x68;&#111;t&#95;&#53;x&#x37;&#46;5&#64;&#51;0&#48;-&#65;-&#x38;&#49;9&#x78;&#49;&#48;&#x32;&#52;&#46;&#x6a;&#x70;&#103;\" alt=\"ILR Dean Alexander Colvin\" class=\"wp-image-34317 size-full\"\/><\/figure><\/div>\n\n\n\n<p class=\"has-drop-cap\"><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2) What\u2019s the state of remote work?<\/h2>\n\n\n\n<p>Right now it seems to be stable, at 25\u201330% of total work hours in the U.S. I wouldn\u2019t be surprised to see that go down a bit, particularly as we get into economically more difficult times. But it\u2019s clearly here to stay; it\u2019s not going down to 5%, where it was before COVID.<\/p>\n\n\n\n<p>And while remote work has many advantages, I do worry that people have not thought about the consequences down the road. Like, if you make cutbacks during a downturn, do you lay off all the remote workers first? Because if you\u2019re just in a Zoom meeting and then you\u2019re gone, there\u2019s a disconnect and you become easier to get rid of.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>While remote work has many advantages, I do worry that people have not thought about the consequences down the road.<\/p>\n<\/blockquote>\n\n\n\n<p>On the management side, there\u2019s the tricky question of how to monitor productivity. It varies a lot depending on the type of work. If you\u2019re writing for <em>Cornellians<\/em>, for example, we could judge how many stories you produce in a week. But for many roles, it may be more ambiguous.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">3) Do you feel there\u2019s a \u2018secret sauce\u2019 to the in-person experience?<\/h2>\n\n\n\n<p>There\u2019s some indication of that. Interestingly, research by one of our faculty suggests that online teams work more effectively if they sometimes interact in person. That tells me that that a hybrid approach has advantages.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">4) How do you explain the recent resurgence of the labor movement?<\/h2>\n\n\n\n<p>COVID gave it a boost\u2014though a couple of other things are going on, too.<\/p>\n\n\n\n<p>One is more positive attitudes toward unions; particularly amongst younger workers, the favorability of unions is higher than it\u2019s been since the 1960s. You have, by all the indicators, a relatively progressive, rights-conscious generation of younger workers with high expectations. So that\u2019s pushing things along.<\/p>\n\n\n\n<p>It\u2019s also connected to new organizing efforts by the labor movement. A lot of the action is coming from new types of organizing groups, and some existing, large, national unions that have decided that they need to change their approaches to be effective.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">5) How do you account for the dramatic rise in the minimum wage?<\/h2>\n\n\n\n<p>That\u2019s one of the most interesting developments in labor and employment in the last couple of decades. It was unexpected; I don\u2019t think anybody thought it would so quickly go to $15 an hour being a common minimum wage\u2014and now it is, over large parts of America, affecting lots of workers.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>I don\u2019t think anybody thought it would so quickly go to $15 an hour being a common minimum wage\u2014and now it is, over large parts of America, affecting lots of workers.<\/p>\n<\/blockquote>\n\n\n\n<p>Labor standards hadn\u2019t increased for quite a while, as fewer workers have the benefit of union representation, and a lot of people have been struggling on pretty low wages. The pandemic assistance definitely had an impact; it kept people doing OK economically while they had time to explore and maybe realize, \u201cWait a second, I really hate that job.\u201d<\/p>\n\n\n\n<p>And Americans are more progressive on economic issues than is often thought. There\u2019s widespread support for a higher minimum wage; it connects to American values rewarding work. You\u2019ve seen that not just in places like California and New York, but in Florida. It\u2019s a very dramatic change, and I expect it to continue.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">6) In explaining how technology can impact jobs, you\u2019ve previously cited the case of longshoremen\u2014the workers who load and unload cargo at ports. How are they instructive?<\/h2>\n\n\n\n<p>In the days of the movie <em><a href=\"https:\/\/www.imdb.com\/title\/tt0047296\/\" target=\"_blank\" rel=\"noopener noreferrer\">On the Waterfront<\/a><\/em>, there might have been a gang of 20 or 30 workers unloading a ship using ropes and hooks. There was a lot of work available, but they weren\u2019t great jobs in terms of pay or working conditions.<\/p>\n\n\n\n<p>Now, ships are unloaded by one highly paid person operating a very advanced piece of technology that costs tens of millions of dollars.
